Although Cyanogenmod’s founding coder @Cyanogen originated in Pennsylvania USA, the most popular custom ROM for Android is actually very international when it comes to the contributors and the users. Here is that fact stated from one of their core members:
How International is the CM team?
Very. At this point, we have more international contributors to CM than we do US based contributors.
Also of note is that as stable and popular as Cyanogenmod has become, no one from a corporate standpoint has approached them about funded development:
Has any one wireless carrier or manufacturer asked to use CM as their stock ROM?
The discussion has come up before (sorry I can’t name with whom) but it never worked out. Republic Wireless does actually use CM based code for their services, but this was without discussion or affiliation with us.
